idari sahas\u0131n\u0131, demirleme sahalar\u0131n\u0131 ve k\u0131lavuz kaptan alma-b\u0131rakma yerlerini go\u0308steren haritalar Ek-2\u2019de yer almaktad\u0131r. <span style=\"color: #3366ff;\">Bu haritalar ayr\u0131ca I\u0307darenin resmi internet sitesinde de yay\u0131mlan\u0131r.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">Genel esaslar<\/p>\n<p>MADDE 8 \u2013(1) Liman idari sahas\u0131nda seyreden, k\u0131y\u0131 tesisinde bulunan veya demirde bekleyen gemi ve deniz arac\u0131 ile k\u0131y\u0131 tesisi ilgilileri ve dig\u0306er ilgililer; bu Yo\u0308netmelik ile ulusal ve uluslararas\u0131 mevzuat hu\u0308ku\u0308mleri c\u0327erc\u0327evesinde seyir, can, mal, c\u0327evre gu\u0308venlig\u0306i ve emniyetine yo\u0308nelik olarak liman bas\u0327kanl\u0131g\u0306\u0131nca verilen talimatlara uymakla yu\u0308ku\u0308mlu\u0308du\u0308rler.<\/p>\n<p>\u2026<\/p>\n<p>&nbsp;<\/td>\n<td width=\"301\">Yo\u0308netmelig\u0306in 8 inci maddesine as\u0327ag\u0306\u0131daki f\u0131kralar eklenmis\u0327tir.<\/p>\n<p>Genel esaslar<\/p>\n<p>MADDE 8<\/p>\n<p>&#8230;<\/p>\n<p><span style=\"color: #3366ff;\">(10) Liman idari sahalar\u0131nda seyir yapan gemi ve deniz arac\u0327lar\u0131n\u0131n denize elveris\u0327lilikleriyle ilgili konularda su\u0308reklilig\u0306in sag\u0306lanmas\u0131ndan gemi ve deniz arac\u0131 ilgilileri sorumludur.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(11) Bu Yo\u0308netmelik kapsam\u0131nda bag\u0306l\u0131 liman bas\u0327kanl\u0131klar\u0131nca yu\u0308ru\u0308tu\u0308len go\u0308rev ve yetkiler I\u0307darece belirlenecek usul ve esaslar c\u0327erc\u0327evesinde, s\u0131n\u0131rlar\u0131 belirtilmek kayd\u0131yla bo\u0308lge liman bas\u0327kanl\u0131klar\u0131nca yu\u0308ru\u0308tu\u0308lebilir.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">MADDE 9 \u2013 (1) Liman sahas\u0131na gelen Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 gemiler ile deniz arac\u0327lar\u0131, bildirim yu\u0308ku\u0308mlu\u0308lu\u0308g\u0306u\u0308 bak\u0131m\u0131ndan as\u0327ag\u0306\u0131daki esaslara uyarlar.<\/p>\n<p>a) Uluslararas\u0131 sefer yapan Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 tu\u0308m gemi ve deniz arac\u0131 ilgilileri ile 150 GT ve u\u0308zeri kabotaj seferi yapan gemi ve deniz arac\u0131 ilgilileri, I\u0307darece belirlenen usul ve esaslar c\u0327erc\u0327evesinde liman sahas\u0131na girmeden en az yirmi do\u0308rt saat o\u0308nce, liman sahas\u0131na girmesine kadarki seyir su\u0308resi yirmi do\u0308rt saatten az olan gemi ve deniz arac\u0131 ilgilileri ise k\u0131y\u0131 tesisinden kalk\u0131s\u0327\u0131ndan hemen sonra, bildirim yapmak zorundad\u0131r.<\/p>\n<p>&nbsp;<\/td>\n<td width=\"301\">MADDE 9 \u2013 (1) Liman sahas\u0131na gelen Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 gemiler ile deniz arac\u0327lar\u0131, bildirim yu\u0308ku\u0308mlu\u0308lu\u0308g\u0306u\u0308 bak\u0131m\u0131ndan as\u0327ag\u0306\u0131daki esaslara uyarlar.<\/p>\n<p>a) Uluslararas\u0131 sefer yapan Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 tu\u0308m gemi ve deniz arac\u0131 ilgilileri ile 150 GT ve u\u0308zeri kabotaj seferi yapan gemi ve deniz arac\u0131 ilgilileri, I\u0307darece belirlenen usul ve esaslar c\u0327erc\u0327evesinde liman sahas\u0131na girmeden en az yirmi do\u0308rt saat o\u0308nce, liman yapmak zorundad\u0131r. <span style=\"color: #3366ff;\">Bildirimler elektronik ortamda LTP Sistemi kullan\u0131larak gerc\u0327ekles\u0327tirilir. Ancak liman bas\u0327kanl\u0131g\u0306\u0131 gerekli go\u0308rdu\u0308g\u0306u\u0308 durumlarda fiziki belge de talep edebilir.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">Gemi yanas\u0327ma ve demirleme kurallar\u0131<br \/>\nMADDE 10 \u2013 (1) Liman sahas\u0131na gelen Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131 as\u0327ag\u0306\u0131daki esaslara uymak zorundad\u0131r.&nbsp;<\/td>\n<td width=\"301\">Yo\u0308netmelig\u0306in 10 uncu maddesinin birinci f\u0131kras\u0131na as\u0327ag\u0306\u0131daki bent eklenmis\u0327tir.<\/p>\n<p>MADDE 10 \u2013 (1) Liman sahas\u0131na gelen Tu\u0308rk ve yabanc\u0131 bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131 as\u0327ag\u0306\u0131daki esaslara uymak zorundad\u0131r.<\/p>\n<p>\u2026<\/p>\n<p><span style=\"color: #3366ff;\">j) Liman idari sahas\u0131nda demirleyen gemiler, I\u0307dare taraf\u0131ndan belirlenen usul ve esaslar kapsam\u0131nda demirleme u\u0308creti o\u0308der.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">K\u0131lavuzluk ve ro\u0308morko\u0308rcu\u0308lu\u0308k hizmetleri<\/p>\n<p>MADDE 13 \u2013(1)K\u0131y\u0131 tesislerine ve bal\u0131k c\u0327iftliklerine yanas\u0327acak veya bu tesislerden ayr\u0131lacak <span style=\"color: #ff0000;\">500 GT ve daha bu\u0308yu\u0308k tanker ve her tu\u0308rlu\u0308 tehlikeli madde tas\u0327\u0131yan gemi ve deniz arac\u0327lar\u0131, 1000 GT ve daha bu\u0308yu\u0308k Tu\u0308rk Bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131, 500 GT ve daha bu\u0308yu\u0308k yabanc\u0131 bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131 ile 1000 GT ve u\u0308zerindeki yabanc\u0131 bayrakl\u0131 ticari ve o\u0308zel yatlar k\u0131lavuz kaptan almak zorundad\u0131r. Yabanc\u0131 bayrakl\u0131 tu\u0308m askeri gemiler, askeri olmayan k\u0131y\u0131 tesislerine giris\u0327 ve bu tesislerden c\u0327\u0131k\u0131s\u0327lar\u0131nda k\u0131lavuz kaptan almak zorundad\u0131r. Yak\u0131t ikmali amac\u0131yla demirde veya k\u0131y\u0131 tesisinde bulunan gemilere aborda olmak ic\u0327in yanas\u0327\u0131p ayr\u0131lan veya yap\u0131lacak yak\u0131t ikmali ic\u0327in yu\u0308ku\u0308nu\u0308 almak u\u0308zere k\u0131y\u0131 tesisine yanas\u0327\u0131p ayr\u0131lan 1000 GT ve daha ku\u0308c\u0327u\u0308k yak\u0131t ikmal gemileri k\u0131lavuz etap seyri olan liman sahalar\u0131ndaki etap seyirleri de da\u0302hil olmak u\u0308zere, k\u0131lavuz kaptan almak zorunda deg\u0306ildir.<\/span><\/p>\n<p>&nbsp;<\/td>\n<td width=\"301\">K\u0131lavuzluk ve ro\u0308morko\u0308rcu\u0308lu\u0308k hizmetleri<\/p>\n<p>MADDE 13 \u2013 (1) <span style=\"color: #3366ff;\">K\u0131y\u0131 tesislerine ve bal\u0131k c\u0327iftliklerine yanas\u0327acak veya bu tesislerden ayr\u0131lacak as\u0327ag\u0306\u0131daki gemiler, k\u0131lavuz kaptan almak zorundad\u0131r:<\/span><\/p>\n<p><span style=\"color: #3366ff;\">a) 500 GT ve daha bu\u0308yu\u0308k tehlikeli yu\u0308k tas\u0327\u0131yan gemi ve deniz arac\u0327lar\u0131. b) 1000 GT ve daha bu\u0308yu\u0308k Tu\u0308rk Bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131.<\/span><br \/>\n<span style=\"color: #3366ff;\">c) 500 GT ve daha bu\u0308yu\u0308k yabanc\u0131 bayrakl\u0131 gemi ve deniz arac\u0327lar\u0131.<\/span><br \/>\n<span style=\"color: #3366ff;\">c\u0327) 1000 GT ve u\u0308zerindeki yabanc\u0131 bayrakl\u0131 ticari ve o\u0308zel yatlar.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">d) Askeri olmayan k\u0131y\u0131 tesislerine giris\u0327 ve c\u0327\u0131k\u0131s\u0327 yapan yabanc\u0131 bayrakl\u0131 tu\u0308m askeri gemiler.\u201d<\/span><\/p>\n<p><span style=\"color: #3366ff;\">\u201c(7) 3000 GT ve daha ku\u0308c\u0327u\u0308k yak\u0131t ikmal gemileri ile ana tahrik sisteminin alternatif ve c\u0327evre dostu enerji kaynaklar\u0131 ile sag\u0306land\u0131g\u0306\u0131 belgelendirilmis\u0327 5000 GT ve daha ku\u0308c\u0327u\u0308k yak\u0131t ikmal gemileri, I\u0307dare taraf\u0131ndan su\u0308resi ve kapsam\u0131 belirlenen mesleki eg\u0306itimi alm\u0131s\u0327 olan bir kaptan taraf\u0131ndan sevk ve idare edilmek kayd\u0131yla, k\u0131lavuz etap seyri olan liman sahalar\u0131ndaki etap seyirleri ile demirleme operasyonlar\u0131 da da\u0302hil olmak u\u0308zere, k\u0131lavuz kaptan ve ro\u0308morko\u0308r almak zorunda deg\u0306ildir.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(8) K\u0131lavuzluk ve ro\u0308morko\u0308rcu\u0308lu\u0308k tes\u0327kilatlar\u0131, tes\u0327kilat\u0131n bulunmad\u0131g\u0306\u0131 yerlerde ilgili k\u0131y\u0131 tesisleri veya kendi nam ve hesab\u0131na c\u0327al\u0131s\u0327an k\u0131lavuz kaptanlar vermis\u0327 olduklar\u0131 hizmetlere yo\u0308nelik olarak, gemi hareketleri, k\u0131lavuz kaptan bilgileri, gemi ve liman tesisi bilgileri, yanas\u0327ma\/ayr\u0131lma manevralar\u0131 ile etap, palamar, demirleme, yer deg\u0306is\u0327tirme gibi dolayl\u0131 hizmetler kars\u0327\u0131l\u0131g\u0306\u0131 elde edilen u\u0308cretler ile bu u\u0308cretler kars\u0327\u0131l\u0131g\u0306\u0131 o\u0308denmesi gereken kamu pay\u0131 bildirimleri ve benzeri tu\u0308m bilgileri eksiksiz ve gecikme olmaks\u0131z\u0131n LYBS\u2019ye kaydederler.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(9) K\u0131lavuzluk veya ro\u0308morko\u0308rcu\u0308lu\u0308k hizmeti verenler 1 say\u0131l\u0131 Cumhurbas\u0327kanl\u0131g\u0306\u0131 Kararnamesi hu\u0308ku\u0308mleri dog\u0306rultusunda kamu pay\u0131n\u0131 o\u0308derler.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">K\u0131lavuz kaptan ve ro\u0308morko\u0308r al\u0131nmas\u0131na ilis\u0327kin esaslar (Deg\u0306is\u0327ik bas\u0327l\u0131k:RG-20\/10\/2015-29508)<\/p>\n<p>MADDE 14 \u2013<\/p>\n<p>\u2026<\/p>\n<p>(4) <span style=\"color: #ff0000;\">Tehlikeli yu\u0308k tas\u0327\u0131yan tankerler<\/span> ile tam boyu 200 metrenin u\u0308zerindeki gemi ve deniz arac\u0327lar\u0131 haric\u0327 olmak u\u0308zere; bas\u0327 ve k\u0131c\u0327 itici pervane veya sisteme sahip gemiler, liman sahas\u0131na gelis\u0327lerinde, gemi ilgililerinin itici pervane veya sistemlerine ilis\u0327kin belgeleri ibraz\u0131 ve bunlar\u0131n tam kapasite ile c\u0327al\u0131s\u0327t\u0131g\u0306\u0131n\u0131 liman bas\u0327kanl\u0131g\u0306\u0131na yaz\u0131l\u0131 olarak beyan etmesi u\u0308zerine, Ek-5\u2019te verilen ro\u0308morko\u0308r say\u0131lar\u0131ndan toplam c\u0327ekme gu\u0308cu\u0308nu\u0308 %40\u2019tan, sadece bas\u0327 itici pervane veya sistemi olan gemiler ise toplam c\u0327ekme gu\u0308cu\u0308nu\u0308 %30\u2019dan fazla azaltmamak ve her iki halde de en az bir ro\u0308morko\u0308r kullan\u0131lmas\u0131 kayd\u0131yla, bir eksik ro\u0308morko\u0308r ile yanas\u0327\u0131p ayr\u0131labilirler.<\/p>\n<p>(5) (Deg\u0306is\u0327ik:RG-3\/8\/2016-29790) Yolcu gemilerinin almas\u0131 gereken ro\u0308morko\u0308rler ile bu ro\u0308morko\u0308rlerin c\u0327ekme kuvveti ve say\u0131lar\u0131 as\u0327ag\u0306\u0131daki tabloda belirtilmis\u0327tir. Aksi takdirde bu gemilere, an\u0131lan Kanunda o\u0308ngo\u0308ru\u0308len mu\u0308eyyideler uygulan\u0131r.<\/p>\n<p>(3) <span style=\"color: #ff0000;\">Liman idari sahas\u0131nda ve bitis\u0327ik limanlar aras\u0131nda tehlikeli yu\u0308kler; o\u0308zel kaplar ve ambalajlar ic\u0327erisinde, vagonlara ve kamyonlara yu\u0308klenmis\u0327 olarak ve tas\u0327\u0131yan ile tas\u0327\u0131tan taraf\u0131ndan gerekli emniyet tedbirleri al\u0131nmak kayd\u0131yla; bu is\u0327lere tahsisli ve tehlikeli yu\u0308k kara tas\u0327\u0131tlar\u0131n\u0131n su\u0308ru\u0308cu\u0308leri haric\u0327 olmak u\u0308zere u\u0308zerinde yolcu bulunmayan gemi ve deniz arac\u0327lar\u0131 ile tas\u0327\u0131n\u0131r. Birinci, ikinci ve u\u0308c\u0327u\u0308ncu\u0308 f\u0131kralara uygun olarak du\u0308zenlenen yaz\u0131l\u0131 raporlar\u0131n bir o\u0308rneg\u0306i, Ana Arama Kurtarma ve Koordinasyon Merkezine ulas\u0327t\u0131r\u0131l\u0131r.<\/span><\/td>\n<\/tr>\n<tr>\n<td width=\"301\">Usulsu\u0308z demirleme, yanas\u0327ma ve bag\u0306lama<\/p>\n<p>MADDE 25 \u2013(1) Gerekli izin al\u0131nmaks\u0131z\u0131n k\u0131y\u0131 tesislerine yanas\u0327an, s\u0327amand\u0131ralara bag\u0306layan, demirleme sahalar\u0131na demirleyen gemi ve deniz arac\u0131 <span style=\"color: #ff0000;\">ilgilileri liman bas\u0327kanl\u0131g\u0306\u0131nca uyar\u0131l\u0131r<\/span> ve gerekli go\u0308ru\u0308ldu\u0308g\u0306u\u0308nde uygun olan demirleme sahas\u0131 veya yanas\u0327ma yeri belirtilerek yer deg\u0306is\u0327tirmesi talimat\u0131 verilir.<\/p>\n<p>&nbsp;<\/td>\n<td width=\"301\">Usulsu\u0308z demirleme, yanas\u0327ma ve bag\u0306lama<\/p>\n<p>MADDE 25 \u2013(1) Gerekli izin al\u0131nmaks\u0131z\u0131n k\u0131y\u0131 tesislerine yanas\u0327an, s\u0327amand\u0131ralara bag\u0306layan, demirleme sahalar\u0131na demirleyen gemi ve deniz arac\u0131 <span style=\"color: #3366ff;\">ilgililerine liman bas\u0327kanl\u0131g\u0306\u0131nca idari yapt\u0131r\u0131m uygulan\u0131r<\/span> ve gerekli go\u0308ru\u0308ldu\u0308g\u0306u\u0308nde uygun olan demirleme sahas\u0131 veya yanas\u0327ma yeri belirtilerek yer deg\u0306is\u0327tirmesi talimat\u0131 verilir.<\/td>\n<\/tr>\n<tr>\n<td width=\"301\">Tahmil ve tahliye hizmetleri<\/p>\n<p>MADDE 26 \u2013(1) K\u0131y\u0131 tesislerine bag\u0306lanm\u0131s\u0327 veya yanas\u0327m\u0131s\u0327 olanlar ile demirleme sahalar\u0131ndaki gemi ve deniz arac\u0327lar\u0131n\u0131n tahmil ve tahliye hizmetleri, bu Yo\u0308netmelik ve ilgili mevzuat hu\u0308ku\u0308mlerine ayk\u0131r\u0131 olmamak kayd\u0131 ile ilgili k\u0131y\u0131 tesisi is\u0327letmesi koordinesinde yerine getirilir. <span style=\"color: #ff0000;\">Ancak so\u0308z konusu tahmil ve tahliye hizmetleri, gereken durumlarda u\u0308lke menfaati ve kamu yarar\u0131 go\u0308zetilmek suretiyle, uygun go\u0308ru\u0308len sahalarda da yap\u0131labilir. Bu gemi ve deniz arac\u0131 ilgilileri, gemi ve deniz arac\u0131n\u0131n herhangi bir k\u0131y\u0131 tesisine k\u0131lavuz kaptan ve\/veya ro\u0308morko\u0308r kullanarak yanas\u0327t\u0131g\u0306\u0131nda tabi olacag\u0306\u0131 k\u0131lavuzluk\/ro\u0308morko\u0308rcu\u0308lu\u0308k u\u0308cretinin ilgili mevzuatta belirlenmis\u0327 orandaki kamu pay\u0131na denk tutar\u0131, Bakanl\u0131k Do\u0308ner Sermaye I\u0307s\u0327letmesi hesab\u0131na yat\u0131rmak zorundad\u0131r.<\/span><\/p>\n<p>&nbsp;<\/td>\n<td width=\"301\">Tahmil ve tahliye hizmetleri<\/p>\n<p>MADDE 26 \u2013(1) K\u0131y\u0131 tesislerine bag\u0306lanm\u0131s\u0327 veya yanas\u0327m\u0131s\u0327 olanlar ile demirleme sahalar\u0131ndaki gemi ve deniz arac\u0327lar\u0131n\u0131n tahmil ve tahliye hizmetleri, bu Yo\u0308netmelik ve ilgili mevzuat hu\u0308ku\u0308mlerine ayk\u0131r\u0131 olmamak kayd\u0131 ile ilgili k\u0131y\u0131 tesisi is\u0327letmesi koordinesinde yerine getirilir. <span style=\"color: #3366ff;\">Kendilig\u0306inden batabilen gemiler ve tahmil tahliye is\u0327lemlerinde kullan\u0131lan ekipmanlar\u0131 gereg\u0306i k\u0131y\u0131 tesislerine yanas\u0327mas\u0131 mu\u0308mku\u0308n olmayan gemilerle yap\u0131lanlar haric\u0327 olmak u\u0308zere, yat, tekne ve benzeri yu\u0308zer deniz vas\u0131talar\u0131n\u0131n tahmil tahliye is\u0327lemi k\u0131y\u0131 tesislerinde yap\u0131l\u0131r. K\u0131y\u0131 tesislerine yanas\u0327mas\u0131 mu\u0308mku\u0308n olmayan gemi ve deniz arac\u0327lar\u0131, liman bas\u0327kanl\u0131g\u0306\u0131n\u0131n uygun go\u0308rdu\u0308g\u0306u\u0308 sahalarda tahmil tahliye yapabilirler. Ug\u0306raks\u0131z gec\u0327is\u0327 yapan gemiler ic\u0327in bayrak devletine bildirim yap\u0131l\u0131r.<\/p>\n<p><span style=\"color: #3366ff;\">(14) 618 say\u0131l\u0131 Kanunun 11 inci maddesi ile belirlenen yetkiye dayanarak; bu Yo\u0308netmelig\u0306in 23 u\u0308ncu\u0308 maddesinin do\u0308rdu\u0308ncu\u0308 f\u0131kras\u0131na ayk\u0131r\u0131 hareket eden gemilere 20.000 TL, bes\u0327inci f\u0131kras\u0131na ayk\u0131r\u0131 hareket eden gemilere <\/span><span style=\"color: #3366ff;\">80.000 TL, 25 inci maddesinin birinci f\u0131kras\u0131na ayk\u0131r\u0131 hareket eden gemilere 3.000 TL\u2019den 90.000 TL\u2019ye kadar idari\u0302 para cezas\u0131 verilir.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(15) Tehlike olus\u0327turan gemi ve deniz arac\u0327lar\u0131n\u0131n liman bas\u0327kan\u0131n\u0131n talimatlar\u0131na uygun hareket etmemesi durumunda gemi kaptan\u0131na 20.000 TL\u2019den 200.000 TL\u2019ye kadar, s\u0327irket ilgililerine ise 200.000 TL\u2019den 1.000.000 TL\u2019ye kadar idari\u0302 para cezas\u0131 verilir. Bu ihlalin Trafik Ay\u0131r\u0131m Du\u0308zeni, I\u0307stanbul Bog\u0306az\u0131 veya C\u0327anakkale Bog\u0306az\u0131 ic\u0327erisinde is\u0327lenmesi durumunda ceza iki kat olarak uygulan\u0131r.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(16) LYBS veya LTP\u2019ye girilmesi gereken bilgilerin eksik veya zaman\u0131nda girilmemesi durumunda ilgililere her bir veri giris\u0327i ic\u0327in 1.000 TL idari\u0302 yapt\u0131r\u0131m cezas\u0131 uygulan\u0131r.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(17) Tehlikeli yu\u0308klerin denizyoluyla tas\u0327\u0131nmas\u0131 durumunda mevzuat ve uluslararas\u0131 so\u0308zles\u0327me hu\u0308ku\u0308mlerinin ihlali halinde uygulanacak idari\u0302 para cezalar\u0131, Tehlikeli Yu\u0308klerin Denizyoluyla Tas\u0327\u0131nmas\u0131 ve Yu\u0308kleme Emniyeti Hakk\u0131nda Yo\u0308netmelik hu\u0308ku\u0308mleri ile belirlenir.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(18) 8 inci maddenin bes\u0327inci f\u0131kras\u0131 ile 13 u\u0308ncu\u0308, 14 u\u0308ncu\u0308 ve 15 inci maddelerde belirtilen hu\u0308ku\u0308mlere uymayan k\u0131lavuzluk veya ro\u0308morko\u0308rcu\u0308lu\u0308k hizmeti verenlere, o\u0308zel mevzuat\u0131 bulunmamas\u0131 halinde bu Yo\u0308netmelik kapsam\u0131nda 331.291 TL\u2019den 3.312.913 TL\u2019ye kadar idari\u0302 para cezas\u0131 verilir.<\/span><\/p>\n<p><span style=\"color: #3366ff;\">(19) 10 uncu maddenin birinci f\u0131kras\u0131n\u0131n (j) bendine ayk\u0131r\u0131 hareket edenlere 50.000 TL\u2019den 150.000 TL\u2019ye kadar idari\u0302 para cezas\u0131 verilir.<\/span><\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td width=\"301\"><span style=\"color: #ff0000;\">I\u0307stanbul Liman Bas\u0327kanl\u0131g\u0306\u0131na o\u0308zel hu\u0308ku\u0308mler<\/span><\/p>\n<p>MADDE 41 \u2013(1) <span style=\"color: #ff0000;\">I\u0307stanbul Liman Bas\u0327kanl\u0131g\u0306\u0131<\/span> liman idari sahas\u0131n\u0131 ziyaret edecek yabanc\u0131 ve Tu\u0308rk askeri\u0302 gemiler, gelis\u0327lerini Kuzey Deniz Saha Komutanl\u0131g\u0306\u0131na bildirerek, bu Komutanl\u0131kc\u0327a liman bas\u0327kanl\u0131g\u0306\u0131 ile sag\u0306lanacak mutabakata go\u0308re, K\u0131zkulesi Fenerinden gec\u0327en boylam\u0131n dog\u0306usu ile I\u0307nci Burnu ve Moda Burnu aras\u0131ndaki alana demirleyebilir. Zorunlu hallerde dig\u0306er demirleme sahalar\u0131na demirleme Kuzey Deniz Saha Komutanl\u0131g\u0306\u0131 ile liman bas\u0327kanl\u0131g\u0306\u0131 taraf\u0131ndan ortak bir go\u0308ru\u0308s\u0327le yap\u0131l\u0131r.<\/p>\n<p>(2) Yolcu gemileri izin almak kos\u0327uluyla Dolmabahc\u0327e\u2019de demirleyebilir.<\/p>\n<p>(3) As\u0327ag\u0306\u0131da koordinatlar\u0131 verilen deniz alanlar\u0131nda bal\u0131k avlama sezonunda bal\u0131kc\u0327\u0131l\u0131k faaliyeti yap\u0131l\u0131r.
